Phase I Environmental Assessments
The Comprehensive Environmental Response, Compensation and Liability
Act (CERCLA) imposes liability on owners, operators, and other
potential responsible parties (PRPs) for property on which hazardous
materials or wastes are located. To assess, eliminate or reduce this
liability, TEC Accutite’s staff of Registered Engineers, Geologists,
and Hydro-Geologists perform Phase I Environmental Site Assessments
on commercial and industrial properties.

Phase II Subsurface Investigations
TEC Accutite has twenty years of experience in conducting subsurface
investigations (Phase II) to assess soil and ground water conditions
at contaminated sites. These services include installation of soil
boreholes, monitoring wells, soil vapor surveys, sampling, and
analysis. Analytical findings are used in risk assessment studies to
determine site closure, further assessment, or remediation.

Phase III
Remediation Services
Our staff has extensive experience in developing and implementing
pragmatic remedial programs (Phase III) that effectively meet the
needs of each client while satisfying the State Water Quality
Control Board, local agency requirements, and the guidelines of the
State Clean-up Fund.

Hazardous Waste Management
TEC staff is qualified to provide clients with Spill Prevention,
Control and Countermeasure (SPCC) Plans, and/or Hazardous Material
Management Plans (HMMPs). Engineers and geologists provide sampling
and characterization for the profiling, transport, disposal or
treatment, of liquid and solid waste.

Risk-Based Corrective Action
RBCA is a consistent decision-making process for the assessment and
response to a chemical release, based on the protection of human
health and environment. RBCA uses a three-tier approach as defined
in ASTM PS-104 “Standard Provisional Guide for Risk-Based
Corrective Action” (ASTM, 1998). TEC uses computer modeling (RBCA
Tool Kit, BIOSCREEN, BIOCHLOR, and Johnson & Ettinger Model) in its
performance of multi-tiered RBCA.

Feasibility Study
Feasibility studies focus on both technical and economic evaluation
of viable remedial alternatives to comply with the most current
applicable regulatory standards and site-specific cleanup levels.

UST Cleanup Fund Services
TEC Accutite has assisted many clients
in getting reimbursed for costs incurred in the environmental
investigations and cleanup of their fuel leak sites. In California the Cleanup Fund
helps eligible owners, including government agencies and operators of petroleum underground storage
tanks USTs with the
following:
•
Meet federal and state requirement in demonstrating
financial responsibility by providing coverage to pay for the
costs of cleanup and third party liability caused by an
unauthorized release of petroleum from a UST;
•
Obtain reimbursement for the costs of assessing and
cleaning up unauthorized releases of petroleum from USTs; and
•
Obtain reimbursement for damages awarded to third
parties, who are injured by unauthorized releases of petroleum
from USTs
The coverage of
cost for site assessment and remediation by the cleanup fund is up
to 1.5 million dollars. TEC Accutite has helped clients and is
ready to help potential eligible clients with the full process
of getting the reimbursement money.
